User-Managed Desktop Icons

This will require a full applications list to be implemented somewhere (where it can't be fully hidden or removed) so that the user can always get back the icons they had on their desktop. It also would allow shortcuts to be added to the desktop. If parts can open in a "default app" (because they are not themselves apps), then the part should be able to be added to the desktop as a shortcut as well (desktop icons are a full permutation of all possible parts).
